밀레니엄 시대가 도래한 이후 전 세계는 최첨단 기술의 급격한 발전으로 인해 AI, 메타버스, 자율주행 등 경제, 환경, 사회 전반에 걸쳐 엄청난 변화의 시대를 살아가고 있다.
첨단의 기술은 인간의 편리한 삶에는 도움이 되었지만, 역설적으로 환경오염, 전쟁, 기후위기 등을 초래하며 팬데믹이라는 독화살이 되어 사람에게 되돌아오는 아이러니한 오류를 초래하고 있다.
인간이 문명을 이어가기 위해서는 지금까지의 산업혁명을 넘어서는 또 다른 역사적 물결(Wave)이 필요한 때가 되었다. 파격적 지식과 이를 적용한 파격적 변혁을 통해 경제적, 사회적, 문화적, 정치적 권력의 구조를 해체하고 생명친화적, 자연친화적, 인류친화적인 생명평화의 물결(Wave)을 열어갈 지혜와 공동체 정신이 필요한 때가 되었다.
세상은 언제나 한 사람의 작은 변화로부터 시작되어 그로부터 소수의 변화가 큰 물결을 이루며 변화된다. 지역에서 작은 여러 주체가 만드는 작은 변화는 기후위기에 대응을 위한 친환경보존, 친환경 에너지 생산, 생명존중, 인류평화의 거대한 강물이 되어 바다로 이어질 것이다.
특히 곡성지역은 섬진강, 대황강(보성강) 등 두 개의 큰 강이 흐르고 적당한 높이의 산들이 읍내와 들녘을 병풍처럼 감싸 안은 천혜의 자연환경을 갖추고 있어 자연, 생태 친화적인 최적의 조건을 갖추고 있는 농촌지역이다.
2023 섬진강국제실험예술제 테마는 “Glocal Art Wave”이다.
12개국 해외예술가들 100여명 이상이 참여하여 곡성 지역민들과 함께 예술활동을 기반으로 자연생태, 축산업, 농업을 접목하여 농촌에 생명평화가 깃든 인류공동체 정신의 물결(Wave)을 만들어내고자 한다. 모든 생명의 근원인 땅에, 물에, 하늘에 인류애라는 거름과 예술의 땀으로 생명평화의 씨앗을 심어 미래세대에게 온전하게 물려주고자 기획되었다.

For the first-twenty years since the millennium began, technology achieved rapid development. Owing to that, metaverse, AI, and automatic driving have been burgeoning and we are now living in ever-changing era in the all areas of economy, environment, and society.
High technology has helped to establish convenient life for human, on the other hand, it caused environmental pollution, war, and climate crisis, turning into a poisonous arrow of the pandemic to humans.
In order to continue human civilization, it is time to evoke a historical WAVE to go beyond the industrial revolution so far. It is time for wisdom and community spirit to dismantle the structure of economic, social, cultural, and political power and open a life-friendly, nature-friendly, and human-friendly WAVE of life peace through unconventional knowledge and unconventional transformation.
Breakthroughs always begin with a small change in one person, from which a small number of changes make a big wave. Small changes made by diverse people in the local region will be a huge stream of river, which is ecosystem conservation, green energy production, respect for life, and world peace to cope with the climate crisis, and flow into the sea.

In particular, Gokseong is a rural area with the best conditions for nature and ecology, with two large rivers, Seomjingang River and Daehwanggang River(Boseonggang River), and mountains of moderate height surrounding the town and the field.
 ‘Glocal Art Wave’ is a project to evoke new glocal WAVE in rural area combining arts with ecology and agriculture. In the project, overseas artists from Europe, Asia, America, Africa and Oceania and Korean artists and residents get together in a mankind spirit.
The event aims to plant seeds of life and peace in the land, water, and sky, the source of all life, with the fertilizer of humanity and the sweat of art, and giving them to future generations.

Design_요기가갤러리 이한주

올해 주제는 "글로컬 아트 웨이브"이다.
로컬+글로벌 아트를 통해 농촌에 새롭고 이로운 파장을 만들고자 한다.
배경 드로잉은 2023년 주요 프로그램과 연계된 상징성을 표현한 것으로, 현재 곡성에서 작품활동 중인 서양화가 서현호 작가의 이미지를 해학적인 느낌으로 사용하였다. 
6개의 원형 아이콘은 ‘지구-순환-개화-연대-확장-교류’를 의미하며
영문과 숫자로 조합된 코드는 곡성의 위도와 경도를 의미한다. 
예술제 기간 동안 곡성은 지구의 중심이 되는 예술 아지트가 된다는 뜻이다.
